This allows cargo to build for android. A new
dev container is built to include this.
To allow us to build the new container, we had to
remove the ffmpeg dependencies for armhf which fail
to install in the current version of debian.

This search/replace updates all copyright notices to drop the
"All rights reserved", Use "ChromiumOS" instead of "Chromium OS"
and drops the trailing dots.
This fulfills the request from legal and unifies our notices.
./tools/health-check has been updated to only accept this style.

Two new clippy fixes are affecting us, but will be easy to fix in

The new container just provides a standard debian box with a
rust toolchain.
Installation of dependencies has been extracted into scripts
which can also be used to set up a machine for development.
This will replace the current ./ci/ containers.
