Alexandre Courbot b3f5fbae62 tools: install-deps: add libva-dev and libudev-dev as dependencies 
These libraries are needed to build the upcoming vaapi backend. Also
update the container so they are included.

TEST=./tools/dev_container ./tools/presubmit --all
