David Stevens 1419d51e6c balloon: add a strict balloon flag ... Manatee doesn't support the guest accessing pages in the balloon, since that would violate the strict its strict memory accounting, so add an option to skip setting the deflate-on-oom flag. However, without deflate-on-oom, the Linux driver normally modifies MemTotal when inflating/deflating the balloon. To avoid that, this change adds support for the new responsive-device flag proposed in [1].
