We originally created `vhost_user_devices` crate so that we'll be able to have device executables there. However, we decided to have vhost-user device as crosvm's subcommand. So, we have no longer a reason to have vhost-user devices as the separate crate. As the first step to remove the vhost_user_devices crate, this CL move its main logic to the devices crate. Note that we add `vhost_user_devices/src/*_device.rs` in this CL as we need to keep the device executables for a while.
