Dylan Reid 4786cee521 devices: Add a trait for Interrupt ... Having a trait for interrupts used by queue and the devices allows for a slightly different implementation to handle interrupting the guest when using vhost-user. Change devices to handle the resample event being optional as it is handled on the VMM side with vhost_user.
