This CL enables serde based serialize and deserialize types to interact with a side-channel stash of descriptors. The idea is that many types could implement Serialize and Deserialize, but they have descriptors buried in them, such as a File or kernel object. Although these can be serialized literally, usually the transciever of the serialized value needs explicit access to the descriptors to send them over, such as with Unix domain sockets.
