Keiichi Watanabe 4960f63d6d devices: vvu: Add utilities to bind vfio-pci device 
Add utilities to bind a vfio-pci device, which will be used in
the virtio-vhost-user driver.

This works like the following use of DPDK's devbind script [1].
$ dpdk-devbind -b vfio-pci 'Bus:Slot.Func'
