Daniel Verkamp 59865d4af4 arch: allocate all IO BARs before device BARs ... This will allow IO BARs that need to be in the low (32-bit) memory region to be allocated first, followed by device BARs, allowing device BARs to be allocated in the low 32 bits of address space when possible.
