Vaibhav Nagarnaik ea7132e158 hypervisor: Add whpx support 
Add `whpx` and `whpx_sys` modules that allow using Hyper-V platform as a
hypervisor on Windows. This has been tested running on Windows 19H1 and
above.

TEST=Compiled and tested on Windows.
