David Stevens e4db417895 pstore: reserve ramoops region in system allocator
Remove the ramoops region from high_mmio when constructing the system
allocator. This means the aarch64 code no longer needs to manually
adjust high_mmio when determining the pci regions.

TEST=Check arcvm pstore still works
