docs: set canonical_version to latest

Currently, https://www.google.com/search?q=jj+revsets has problematic
results, one of the top links for me is
https://martinvonz.github.io/jj/v0.14.0/github/ (we are currently on
v0.17.1).

I hope this will help them all point to `latest` instead.
