I'm going to reorganize CommandError as (kind, err, hints) tuple so that we
can add_hint() to the constructed error object.
Some config error messages are slightly adjusted because the inner error is
now printed in separate line.
Follows up on 13c93d5270.
The information I added is explained in that commit's description, but
I feel like it could reduce confusion for future readers of the code.
Since this is the error to spawn (or wait) process, command arguments aren't
important. Let's make that clear by not showing full command string.

It's messy if pager and child output are interleaved as the pager controls
the tty.
Windows code is untested. I think the underlying I/O behavior is similar, but
I don't have expertise.
Summary: In preparation for unifying all workspace dependencies across all
crates, let's go ahead and move the jj-cli crate into its own new directory.
This will also be a nicer and more uniform layout as we add new `jj-*` crates.
