Update to automake 1.7.
* Makefile.am (AUTOMAKE_OPTIONS): Update to require 1.7.
(pdf): Remove this target as automake now provides one.
* configure.in: Change AM_CONFIG_HEADER to AC_CONFIG_HEADERS.
