Jason White	cc40e95c91	Remove unnecessary Serialize/Deserialize impls for tools ... Summary: Now that `Tool` doesn't require `Serialize` and `Deserialize`, we can remove these unnecessary derives. Hopefully this will have a slight improvement to compile-times.
