zig: Add Windows support (#15197)
Release Notes:

- N/A

Currently Windows environments do not have a `shell_env`. This causes
the Zig extension to error when trying to call `worktree.shell_env()`
since extensions api isn't yet on `0.0.7` and thus not using wasm-host
`0.0.7` we need to only call for the shell env only on non-windows
systems. 0.0.7 and onward at the moment return a Result from
`shell_env()`. The binary path is also slightly different on windows.

zig: Temporarily roll back changes depending on new extension API (#13709)
This PR temporarily rolls back the changes in #12173 so that we can
publish a new version of the Zig extension.

There was a problem stemming from #12614 that caused v0.1.2 of the Zig
extension to get re-published with unreleased `zed_extension_api`
changes.

Once we publish v0.1.3 we'll be able to revert this change.

zig: Pin ZLS to v0.11.0 (#12173)
This PR updates the Zig extension to pin ZLS to v0.11.0, as the more
recent releases of ZLS don't have `.tar.gz` assets available.

Note that this depends on the next version of the `zed_extension_api`,
which has yet to be released.

zig: Do not cache user-installed zls (#10634)
This was a bug introduced when moving to extensions: when we find a
binary in the user's project environment, we shouldn't cache that
globally since it might not work for other projects.

zig: Use env if using zls from shell env (#10559)
This fixes the problem of the Zig extension picking up `zls` from the
shell env but `zls` then failing to launch because it cannot find `zig`.

Scenario in which this happens:
- `.envrc` in a project that sets `$PATH` up
- in that `$PATH` there's `zls` and `zig`
- Zed is started from Dock
- Project is opened
- Shell env from project directory is loaded and used to get to `zls`
- `zls` is then started, without that environment set on the process
- `zls` cannot find `zig`

Add new make-file-executable API for extensions (#10047)
This PR adds a new function, `make-file-executable`, to the Zed
extension API that can be used to mark a given file as executable
(typically the language server binary).

This is available in v0.0.5 of the `zed_extension_api` crate.

We also reworked how we represent the various WIT versions on disk to
make it a bit clearer what the version number entails.

Extract Zig support into an extension (#9893)
This PR extracts Zig support into an extension and removes the built-in
Zig support from Zed.

There's a small workaround necessary in order for us to set the file
permissions on the `zls` binary so that it can be run. Eventually we'll
want to build this into the extension API, but for now we're just
hard-coding it on the host side.

Release Notes:

- Removed built-in support for Zig, in favor of making it available as
an extension. The Zig extension will be suggested for download when you
open a `.zig` file.
