This PR adds a temporary measure to prevent deploying collab to
production, while we investigate some issues stemming from the HTTP
client change.

This makes it possible to have multiple Dockerfiles, each with their own
`.dockerignore`. Previously any docker builds would always include
anything inside `.dockerignore`. I believe this feature may require
`export DOCKER_BUILDKIT=1` but we use that in CI already.
This PR fixes issues with deploying collab.
We reverted 4882a75971abafa89467e779466749086d7d3f96—as the DigitalOcean
runners are gone now—and moved back to BuildJet.
We needed to make some changes to the deployment jobs to setup `doctl`.
This PR also adds an automatic bump of the `collab-staging` tag on
merges to `main`. This should help catch issues with collab deploys
earlier.

This PR moves the override for the Cargo configuration for collab into
the `Dockerfile` rather than having it be something some in the external
environment.
This makes it possible to build the Docker image locally without having
to replace `.cargo/config.toml` with the contents of
`.cargo/collab-config.toml`.

This PR removes the references to initializing Git submodules as part of
building Zed.
These are no longer needed, as our only submodule was removed in #11672.

This PR makes Clippy deny all warnings across the workspace.
We now enumerate all of the rules that have violations and temporarily
allow them, with the goal being to drive the list down over time.
On Windows we don't yet use `--deny warnings`, as the Windows build
still has some warnings.

This PR adds a REST API to the collab server for searching and
downloading extensions. Previously, we had implemented this API in
zed.dev directly, but this implementation is better, because we use the
collab database to store the download counts for extensions.

After this change we'll be able to push a tag to github to deploy to
collab.
The advantages of this are that there's no longer a separate step to
first
build the image, and then deploy it.
In the future I'd like to make this happen more automatically (maybe as
part of
bump nightly).
